    Regulating Cross Media Ownership: A Comparative Study between Australia and Italy

    Regulating media ownership is not a simple task. The media represents a field where public interest collides with technological and economic interests. The law is challenged to strike a balance between all three dimensions. This paper attempts to deconstruct cross media ownership regulation amidst this field. Firstly, chapter two establishes the theoretical viewpoints that influence the development of cross- media ownership laws, which puts forward the relevant principles and viewpoints that support the social/political, economic, and technological dimensions. Then, Chapter three and four demonstrate the interaction of these dimensions in practice by presenting a comparative case study of cross-media ownership laws in Australia and Italy. In doing so, this paper finds that cross-media ownership regulation requires the careful balancing of competing influences. Sound understanding of competing spheres of influence that interact in the realm of media ownership policy allows legislators to best formulate the directions of Australian law

    First observation of Cherenkov rings with a large area CsI-TGEM-based RICH prototype

    We have built a RICH detector prototype consisting of a liquid C6F14 radiator and six triple Thick Gaseous Electron Multipliers (TGEMs), each of them having an active area of 10x10 cm2. One triple TGEM has been placed behind the liquid radiator in order to detect the beam particles, whereas the other five have been positioned around the central one at a distance to collect the Cherenkov photons. The upstream electrode of each of the TGEM stacks has been coated with a 0.4 micron thick CsI layer. In this paper, we will present the results from a series of laboratory tests with this prototype carried out using UV light, 6 keV photons from 55Fe and electrons from 90Sr as well as recent results of tests with a beam of charged pions where for the first time Cherenkov Ring images have been successfully recorded with TGEM photodetectors. The achieved results prove the feasibility of building a large area Cherenkov detector consisting of a matrix of TGEMs.Comment: Presented at the International Conference NDIP-11, Lyon,July201

    Secondary metabolites with ecologic and medicinal implications in Anthemis cretica subsp. petraea from Majella National Park

    Anthemis cretica subsp. petraea (Ten.) Greuter is a plant belonging to the Asteraceae family and endemic of central Italy. In this paper, the first analysisof the ethanolic fraction of samples collected in the Majella National Park is reported. Seven compounds were isolated and identified namely parthenolide (1), 9α-acetoxyparthenolide (2), tamarixetin (3), 7-hydroxycoumarin (4), 4'-hydroxyacetophenone (5), leucanthemitol (conduritol F) (6),and proto-quercitol (7). Isolation of the compounds was achieved by means ofcolumn chromatography (CC), while their identification was achieved through spectroscopic and spectrometric techniques. The presence of these compounds is of great relevance. Compounds 1 and 2 are chemosystematic markers of the family, thus confirming the correct botanical classification of the species. Conversely, compounds 3, 5,and 7 were identified for the first time in the species and, instead, confirm the tendency of endemic entities to develop characteristic metabolite patterns in respect to cosmopolite species. Moreover, the presence of compounds 6 and 7 has ecologic implications and may be linked to this taxon’s adaption to dry environments. The production of these osmolytes may, in fact, represent the reason why this species is able to survive in extreme conditions of aridity. Lastly, from a medicinal standpoint, the isolated compounds are endowed with interesting biological activities and may justify, on a molecular base, the widespread traditional uses of the Anthemis species, as well as a basis for the use ofthe subspecies petraea

    Global Value Chains during the Great Trade Collapse: A Bullwhip Effect?

    This paper analyzes the performance of global value chains during the trade collapse. To do so, it exploits a unique transaction-level dataset on French firms containing information on cross-border monthly transactions matched with data on worldwide intra-firm linkages as defined by property rights (multinational business groups, hierarchies of firms). This newly assembled dataset allows us to distinguish firm-level transactions among two alternative organizational modes of global value chains: internalization of activities (intra-group trade/trade among related parties) or establishment of supply contracts (arm’s length trade/trade among unrelated parties). After an overall assessment of the role of global value chains during the trade collapse, we document that intra-group trade in intermediates was characterized by a faster drop followed by a faster recovery than arm’s length trade. Amplified fluctuations in terms of trade elasticities by value chains have been referred to as the "bullwhip effect" and have been attributed to the adjustment of inventories within supply chains. In this paper we first confirm the existence of such an effect due to trade in intermediates, and we underline the role that different organizational modes can play in driving this adjustment.trade collapse, multinational firms, global value chains, hierarchies of firms, vertical integration.

    Nonlinear control of leader-follower formation flying

    This paper considers the problem of relative motion control involved in a leader-follower formation keeping mission. More specifically, center of mass dynamics of two Earth orbiting satellite is modeled, including the nonlinearity due to Earth oblateness. Next, the differential algebra is exploited to compute an high order Taylor expansion of the State-Dependent Riccati Equation (SDRE) solution. This new approach reduces the computational cost of the online Algebraic Riccati Equation solution required by SDRE algorithm; in fact, the differential algebraic formulation gives a polynomial representation which can be directly evaluated for SDRE solutions or exploited to define an initial first guess for iterative SDRE algorithms

    Two Distinct Nucleosome Alterations Characterize Chromatin Remodeling at the Saccharomyces cerevisiae ADH2Promoter

    Glucose depletion derepresses the Saccharomyces cerevisiae ADH2 gene; this metabolic change is accompanied by chromatin structural modifications in the promoter region. We show that the ADR6/SWI1 gene is not necessary for derepression of the wild type chromosomal ADH2, whereas the transcription factor Adr1p, which regulates several S. cerevisiae functions, plays a major role in driving nucleosome reconfiguration and ADH2 expression. When we tested the effect of individual domains of the regulatory protein Adr1p on the chromatin structure of ADH2, a remodeling consisting of at least two steps was observed. Adr1p derivatives were analyzed in derepressing conditions, showing that the Adr1p DNA binding domain alone causes an alteration in chromatin organization in the absence of transcription. This alteration differs from the remodeling observed in the presence of the Adr1p activation domain when the promoter is transcriptionally active

    Low Cost True Monofiber Optical Probe for Local Void Fraction Measurements in Minichannels

    Two phase flow inside minichannels is one of the most investigated research topic at present. The measurement of the flow rate parameters is fundamental to characterize the flow pattern and its evolution over time. This paper shows that an optical technique, well-known for large diameter pipes, can be applied to mini channels with a laminar mass flow rate. In particular, a Y-junction mono-fiber optic system with a chamfered tip probe has been built and tested. This method is applied to the local void fraction measurement in a copper capillary pipe with internal diameter of 2 mm and external diameter of 3.00 mm. Different probes have been developed and tested. The accuracy of the method depends on the size, the shape of the tip and on the tip distance from the pipe centre. Different distances and liquid flow rate have been tested. The two-phase flow pattern is also visualized and recorded by a high speed camera (FASTEC Troubleshooter 16000 fps) and post processed with an image analysis technique. A good agreement between the optical and the video signal has been observed

    Sum-Product Network structure learning by efficient product nodes discovery

    Sum-Product Networks (SPNs) are recently introduced deep probabilistic models providing exact and tractable inference. SPNs have been successfully employed in several application domains, from computer vision to natural language processing, as accurate density estimators. However, learning their structure and parameters from high dimensional data poses a challenge in terms of time complexity. Classical SPNs structure learning algorithms work by repeating several times two high cost operations: determining independencies among random variables (RVs)-introducing product nodes-and finding sub-populations among samples-introducing sum nodes. Even one of the simplest greedy structure learner, LearnSPN, scales quadratically in the number of the variables to determine RVs independencies. In this work, we investigate the trade-off between accuracy and efficiency when employing approximate but fast procedures to determine independencies among RVs. We introduce and evaluate sub-quadratic procedures based on a random subspace approach and leveraging entropy as a proxy criterion to split independent RVs. Experimental results on many benchmark datasets for density estimation show that LearnSPN-like structure learners, when equipped by our splitting procedures, provide reduced learning and/or inference times, generally containing the degradation of inference accuracy. Ultimately, we provide an empirical confirmation of a "no free lunch" when learning the structure of SPNs
